The shop opens when it says it will open. That is the entire reason for posted hours of operation. And for informational purposes, and transparency’s sake, they are posted in full, accessible view of any Shopper who might stumble along. The Shopper should never EXPECT anything other than those guidelines to be in play, despite their irrational hopes otherwise.
Here is the primary reason why this is the case, particularly in the morning: there are a number of tasks which must be completed prior to opening, including booting up the computer systems and restocking. The Shopper should expect to wait at least until those tasks have been completed, and not a second earlier. But the Shopper is an idiot, and he will always expect to be let in immediately upon his arrival.

Hours of operation are posted for a reason. Do not expect shopkeepers to make exceptions for you just because they are already inside the store, and you are there as well, before closing. Wait until the sign says “Open”.
I still am not certain if the Shopper even knows how to read. Further study is required.
